A Monitoring and Evaluation Framework is a Matrix that is borne out of the Logical Framework Matrix. An M&E Framework is used to provide a summary of how M&E activities will be implemented in an institution or project. The M&E Framework Matrix comprises of the following key components:

  1. Indicators: These are variables that measure whether progress has been achieved in relation to the planned targets
  2. Definition: This explains what the indicator is in precise detail, how it is measured and what the planned targets are
  3. Baseline: These are benchmarks that are used as a means for comparison in order to measure whether progress has been achieved
